Hunters wear their trophies on their armour. Drake scales to cover their body, or stags to decorate a helm, it’s all about showing off a kill and cautioning a potential attacker.
The leggings and helmet in this outfit are also available as crafted items and the chest as a world drop (Armour of the North Drake), I just happened to have a quest version in my inventory.
